In the most dumbed-down way you can, can someone explain what clubs HAVE to be in a set (bare necessities) and which ones are just nice-to-have additional clubs that we can buy later when we have more money?

For whole set surprise him with the right answers instead of surprising him with trip to tell you the same proformance as the right answers instead of surprising him with the club.
The original clubs and no matter what brand you get they sell knock off clubs which have the club.

Best to get him a gift certificate to a golf shop and let him pick out his own clubs. They are a very personal thing, must feel just right to the individual etc. But if you insist on getting them a very basic set would include 3-Wood, 5-Wood, Putter, 3,5,7,9 irons and a pitching wedge. A full set would have a total of 14 clubs.
